Кредитні операції Єлисаветградського міського громадського банку у другій половині ХІХ ст.

Abstract

(ua) У статті розкривається історія функціонування в Єлисаветграді міського громадського банку за 1865–1900 роки. Перебуваючи в підпорядкуванні міської думи під відповідальністю та контролем із боку міської громади, банк за 35-літню свою загалом результативну діяльність показав спроможність задовольняти у фінансових коштах потреби не тільки купців, дворян, заможних осіб, а й городян середнього достатку. Мета та завдання дослідження полягає в з’ясуванні особливостей кредитної діяльності Єлисаветградського міського громадського банку за 35 років своєї роботи, аналізу таких фінансових операцій, як прийняття до обліку векселів, видавання позик під заставу цінних паперів, товарів, дорогоцінних речей, нерухомості, земельних ділянок.

(en) The article reveals the history of the city public bank in Yelysavethrad in 1865–1900. Being subordinated to the city dyma under the responsibility and control of the city community, for 35 years of its generally effective activity the bank has shown the ability to meet the financial needs of middle-class citizens, not just merchants, nobles, wealthy people. The purpose and objectives of the study is to clarify the features of lending activities of the Yelysavethrad city public bank for 1865-1900, analysis of such financial transactions as acceptance of promissory notes, loans by collateral of securities, goods, valuables, real estate, land. The study describes the bills taken into account by the bank, shows the procedure for their registration, highlights the work of the bank's board with debtors who could not pay on time bills, analyzes the status of people engaged in promissory note transactions. The dynamics of credit operations with securities over a 35-year period are shown, there has been clarified the reason for the predominance of loans by collateral of securities in the first decades of the city public bank, and the decrease of this type of lending at the end of the century in favor of loans secured by real estate and land. The financial operation of the bank for 1865–1900 of providing loans secured by valuables (goods, jewelry, pearls, gold, platinum, silver) is being analyzed. The procedure of drawing up documents is shown, how the bank kept these mortgage jewels, what it did in case of non-payment by the borrower the issued amount in due time. The procedure for granting loans by the city bank secured by real estate, shops, factories, plants, gardens, orchards located in the city and land plots in the county is characterized. The structure of the loan portfolio of the Yelysavethrad city public bank is being studied, the reasons for its change in the 60–70s and 80–90s of the XIXth century are being clarified.
