Abstract

(uk) Стаття присвячена організаційно-правовим аспектам регулювання відносин поліції з населенням. Досліджуються питання сучасної взаємодії поліції з населенням, розглянуто певні напрями підвищення іміджу поліції та нормативно-правова база, що регулює відносини працівників поліції з населенням.

(ru) Статья посвящена организационно-правовым аспектам регулирования отношений полиции с населением. Исследуются вопросы современного взаимодействия полиции с населением, рассмотрены определенные направления повышения имиджа полиции и нормативно-правовая база, регулирующая отношения работников полиции с населением.

(en) The Constitution of Ukraine has officially recognized human's life and health, honorand dignity, integrity and security as the highest social values. Protection of rights and freedoms determines the content of the National Police of Ukraine. In terms of the political, social and economic changes, the needfor rule of law becomes especially important to ensure public order in the streets and other public places of cities, towns and villages. The main role in the implementation of this task belongs to the Police Affairs, the principles of which are based on transparency, openness, and interaction with the populationon the basis of partnership. Exploring the practice of cooperation of the police and public, treating the empirical base of this problem, we can say that interaction of the police and population is a very relevant issue as social and economic changes insociety accompanied by changes in the behavior of the society form its expression. Speaking of police interaction with citizens, we always pay close attention to the actions of law enforcement officers only, despite the fact that the interaction will never occur if it involves only one side. Interaction provides that two or more parties have joint activities to help each other, coordinate their activities with each other, only then we can talk about cooperation in the fullest sense. In modern conditions of effective protection of human rights the police is required conceptually new approaches that lead to radical changes of organizational and legal rules for the police force including humanization ofthe police and increase of its credibility, building relationships between the police and people on the basis of partnership, improving the forms, methods and means of ensuring human rights and freedoms. The need to improve the efficiency of the police in this area significantly requires a thorough and consistent scientific analysis ofits institutional and legal framework. The way the police interact with the public is a prerequisite for a successful fulfillment of its purpose. Partnership between the police and public should be based on cooperation, which should be done on a legal basis by means of specific measures and means. The interaction of the police with the population is a systematic monitoring of public opinion on the services, agenciesand departments whose activitiescause the most complaints of citizens and manifestation of negative reaction from the latter. To sum up the issues concerning the police we denote that public opinion, public reviews, the system of urgent public communication with the police should be taking into account.
